Support CMEK for the google_datafusion_instance resource #10536

Description

Data Fusion recently added support for encrypting instance metadata with Customer Managed Encryption Keys (CMEK). This is a key requirement for regulated industries and key customers. The Terraform module should also support this configuration so that customers to prefer automated deployment can take advantage of CMEK with CDF.

Note: This feature is only available in Data Fusion in versions 6.5.0 and above, so earlier versions should fail.
