Add compute global forwarding rule fields

Description

This issue is to track some missing fields from Global Forwarding Rules (loadBalancingScheme, network, etc). Since this is a very new feature and some behavior is only possible in alpha/beta still, our documentation is lacking and I'm not comfortable adding restrictions on fields or examples until upstream documentation/guides are published.

I can see this is a pretty old ticket and the fields load_balancing_scheme and network have been added to google_compute_global_forwarding_rule resource. If this ticket is not targeting to add support for any other fields, then we can go ahead and close this ticket, @emilymye.
