terraform destroy stuck on refreshing state

Problem

It stuck on Refreshing state of an aws instance.
The instance exists and is reachable.

I wasn't able to get a debug output, because I don't have access to the jenkins server runing terraform job, and it is in a different version from my local computer, and I couldn't get either tfswith or tfenv to work.

@miranda-zhang thank you for reporting this issue. However, as-is I don't know how to reproduce it, since there aren't reproduction steps or debug output. If you can provide a reproducible example on a recent 0.12 release I'm happy to verify the reproduction. Otherwise, I'll have to close this out.

Can you please provide exact steps on how I can reproduce it?
