This is a half-port half-rewrite of the original tokenhelper PR. This focuses only on the helper itself and the Token Store aspects (specifically, roles). It can be extended to other auth backends after this is approved.
This should be a transparent upgrade; a test was added that hopefully exercises all of these paths.
