Decided to split the PR into two parts. This PR is updating the SDK to make public the prefix template. Next PR is to update the transit engine HMAC to use it |

Helps resolve a small part of #8600, that transit engines HMAC hardcoded the default cipher prefix instead of using the prefix from the key policy.
