Even though it's present in the ghc tarball.

hi @l29ah, when I query the version of the Haddock binary distributed with GHC 9.4.1 (through ghcup), it reports that the version is 2.27.0. Would you mind give us a link to the GHC release (not pre-release or release candidate) that ships 2.26.0? :)

I have uploaded the haddock and haddock-api 2.26.0 to Hackage.
