In #164 we encountered issues with bazel version running in CI. It would be good to update it to something newer.
As bazelbuild/continuous-integration#1060 was solved I guess we can do that now. We could change the container image from

bazel_rules_hdl/cloudbuild.yaml

Line 36 in af96df4

- name: l.gcr.io/google/bazel:3.5.0
to gcr.io/bazel-public/bazel:5.1.0

This is a blocker for #164 and #165
