CITATION file not included in tarball #165

The CITATION file is not included in tarballs, but much of the same information is contained in README.rst. Could CITATION be deleted and merged into README.rst?

I would rather keep both, CITATION is recommended for repositories, like COPYING, but it is useful to have it also in the README.rst that is more visible in the repository homepage.
Other option would be to just reference the CITATION file from the README...but it is not very convenient...
