Want year metadata output

The type of year is of interest during davenning. In
particular

1. one needs to know whether it's a leap year during
   מוסף ראש חודש
2. When one is מפריש תרומה, it's important to know what
   year in the 7-year cycle it is. This determines
   whether one sets aside a portion of the produce for
   מעשר שני or מעשר עני.

מעשר עני: years 3,6

also, we should indicate shmita (year 7).

Although still maintained (and available as a binary on Debian, macOS Homebrew, etc), the hebcal C implementation is less actively developed. The Hebcal.com website now uses the ECMAScript port of this program, https://github.com/hebcal/hebcal-es6

This feature was originally envisioned by @dsadinoff back in 2006 but never implemented. Danny, do you think this might be the best place to start?
