Complete a formal spec for Heterogeneous Paxos in Ivy or TLA+.

This will likely be based on the BPCon Formalization, but with the addition of a Learner Graph and modifications for heterogeneous learners.

At this point, we have a formal specification for at least some version of Heterogeneous Paxos in TLA+. We haven't yet completed an agreement or termination proof for it.
