Summary

With PoC challenges being issued by Validators, following HIP55, there needs to be more incentive for Validators to optimise their systems and remain up-to-date, to ensure PoC runs effectively. The proposal is to reduce the Consensus rewards slice to increase the Challenger rewards slice, so that Validators are more invested in PoC.

HI, @Wazzy95 this HIP has been stale for some time - and it looks like it is replaced by other HIPs (increased challenger rewards) and is made obsolete by HIP 70. If there is no reason to keep it open or update the HIP, we will close at this time.
For Reference from #471
"With the move to Solana, we propose that the Consensus and Challenge Construction Reward portions of HNT emissions (6.85%) are allocated to the subDAOs as proposed in HIP 51, increasing the allotment of rewards to Hotspot owners."

And in #338 and #345 there is no challenger rewards, so the 0.85% just is allocated across all the functions rewarded in all the subDAOs.
