Record reasons for jobs failing to boot vm, match cloud, etc. #317

Jobs should track reasons why they were unable to boot a VM.
ie.
not enough resources, misconfiguration to match resource, authorization problem...

Also keep a timestamp of when job was last considered to boot or if it has not been considered at all.

Should be able to track reasons for each cloud that job was tried on
