This is pretty messy given how plugins are currently implemented. It may be better to backport some of lein 2.0's plugin handling to the next version of lein 1.x to handle this.

Setting LEIN_DEV=y with user_env_compile active will now make this work, but it's not a very good workaround as it also puts tests on the classpath.

This works when using :plugins.
