Bundler config file grows in size #320

As reported here rubygems/bundler#3261

The intermediate fix is to clear out the cache: https://github.com/heroku/heroku-repo

@hone reports that the fix works, however there may be a bug in bundler 1.7.12 that causes the cache to grow.

Looks like this was fixed in rubygems/bundler#320

Confirmed, still an issue in master, thought it was mitigated by #314
