  1. maint: upgrade babel + deps, actions 

    This commit upgrades a bunch of deps, avoiding breaking changes where
possible. One breaking change is introduced - removing `isparta` in
favour of `nyc` (and `istanbul`).

This commit also upgrades the GitHub actions to latest versions.
