Hi! Neon is a great theme!
How can I disable the frame or change its colour when I click on a user?

Do you mean the user avatar? The color is just a gradient created from the accent color selected in the configuration (the color of the neon title text). If you want to use an image, the theme just uses whatever the greeter tells it to use. If you use JezerM/web-greeter, check out this issue: JezerM/web-greeter#39

Oh, I see. No, you can't customize that. The only way is to update the theme, which would be an option.
