Adds a new mobile-first "fake table" component called ".units-table".
This displays as "cards" on mobile to prevent horizontal scrolling, and looks/behaves like a traditional table on desktop.
Only the "Cron" table has been replaced with this new component in this PR.
On desktop users shouldn't notice the minor differences, so maybe we can swap the remaining tables out over time.
