Raise exception on prefixed non-multiplicative units.

si-prefixing offset units is not a good practice (millidegree_Celsius). It is ok to express an interval as delta_millidegree_Celsius (in which case the temperature becomes a multiplicative unit anyway).

I think raising an exception is required.
