Update failed after modify LAN or WAN to empty in setting.env

Test environment

  • All packages
  • 0.0.22

How to reproduce

* make install
* make update (set value of  WAN or LAN to empty in setting.env)

Actual results

State is CONFGENED and can't go to any other state except init, but in init state, test_state failed, some system files still exist.

Expected results

State is running,setting.env are not filled by user
