Update failed when PPPoE password is empty

Test environment

  • dev-16.04-pppoe-dual
  • 0.0.22

How to reproduce

make install
make update (set password for PPPoE to empty)

Actual results

Updated failed and enter into a abnormal state which can't to any other normal state

Expected results

Updated failed and back to normal state as before
