Walter: The cardinality for Questionnaire and QR in Composition has been set to 0..1, without beeing this an issue in eToc balloting and in spite of in the intro in home allegedly mentioned this Implementation Guide relying heavily on the FHIR Resources Questionnaire and QuestionnaireResponse. The referenced issues and documentation in the change log point to RadOrderIssue #18 and ORF, not to eToc issues. Beeing this a very essential change against the balloted version which implies for the vendor community the need for implementing prorietary form integration for structured data as they cannot rely on forms as Questionnaire and QuestionnaireResponse, the balloting voting would not be valid under this circumstances, as it means different assumptions.
Objection. The cadinality has to been set to 1..1 again in CH eToc.
