README.md: added VBR notice for managing customer's expectation

As VBR requires a proper programming language to smartly analyze
the bit rate between timing periods. BASH and PowerShell are too
primitive (but still possible). At the moment, I don't see any
needs. Hence, adding the notice is the right thing to do.

This patch adds VBR notice for managing customer's expectation in
README.md.
