Don't show changelog immediately on new app installs #2548

Summary

Currently, the changelog is shown every time a new version is detected, which includes a new app install. However, when the app has just been installed everything is new, and this dialog is shown immediately after logging in which can be confusing ('do I need to do something with this information?'). I suggest adjusting it to only show up if the app has been used before to improve the first run experience.

n/a, no dialog means you get to the frontend after logging in instead of being interrupted by the changelog
