Androidx dependency updates late Jan 2024

Summary

Implement all the AndroidX dependency updates that dependabot won't pick up, late January 2024 edition.

I'm specifically ignoring Wear Material3's latest alpha as it makes Switch private which would require a lot of changes to workaround because of our M3-switch-on-M2-ToggleChip (for showing % opened/brightness on the background).
