changelog: ikalchev/HAP-python@v4.8.0...4.9.0

Depending on a users config and how often they restart this can significantly reduce iCloud data usage and improve iOS battery life

This needs to go though beta, it should not be backported.

Notable: Fixes a problem where the accessory hash would change too frequently because it included the value in the hash. More details in ikalchev/HAP-python#464
