Remove rest api service call timeout

Breaking change

• A REST post to call a service with the /api/services/<domain>/<service> endpoint will no longer timeout after 10 seconds. Users should implement timeout behavior as needed. The service call task is shielded and will continue running in the background eg if the client connection is closed.

• This PR added the timeout and it hasn't been released yet. The docs have stated though that there should have been a timeout. Shield service call from cancellation on REST API connection loss #102657
• Service calls without timeout is in line with the behavior in core for service calls. We want all APIs for service calls to stay consistent.
