Add a cython based
monotonic_time_coarse
which is ~44% faster than the one we have in HA, and since we call it on every bluetooth packet coming in, its means will mean a ~12-15% speed up processing incoming adv data for ESPHome scanners when we switch over to it in the next pr.Bluetooth-Devices/bluetooth-data-tools#38
