Proposed change

The bluetooth-data-tools implementation is ~44% faster than the current one

Bluetooth-Devices/bluetooth-data-tools#38

Should we not update homeassistant.util.dt to use the faster variant, or is that a bad idea?

Its only used in bluetooth so I'm planning on deleting it in the next PR
