Increase frequency of weatherkit updates

Proposed change

Change the update frequency of WeatherKit from 15 minutes to 5 minutes. This matches the old Dark Sky integration's update frequency, and since WeatherKit is able to support very real-time updates, the integration will benefit from the increased frequency.
