Set device id and forward errors to Wyoming satellites

This PR fixes two oversights in the Wyoming satellite implementation:

1. Sets the device id when running the pipeline so "turn on the lights" will work
2. Forwards pipeline errors to the satellite

The wyoming library version was bumped to make use of the Error event.
