Expose all areas to Assist and ignore empty aliases

This PR fixes two problems with Assist:

1. Only areas with exposed entities were previously available in sentences, which didn't allow you to do things like send a vacuum to a room with no (currently) exposed entities.
2. Empty aliases for entities or areas caused matching to fail: Assist intents not matching entities when area has a blank aliases #105290
