Remove old BMW vehicles/devices automatically

Proposed change

This PR enables removal of old devices and their entities using async_remove_config_entry_device() if the vehicle is not active anymore.

This PR adjust loading the config entry and deletes vehicles not assigned to the BMW account from the DeviceRegistry.
