Set ruff requires-version to 0.3.4

Proposed change

With the recent bump of ruff and the changed format rules, there may be some dev environments which have older versions installed and so there is the risk of conflicting changes given.

This adds the requires-version directive to the ruff section of the pyproject.toml. With this, ruff exits with an error if an older version is used. https://docs.astral.sh/ruff/settings/#required-version
