Enable first batch of Ruff RET rules

Proposed change

This enables the first batch of Ruffs RET rules:

RET505: Unnecessary else/elif after return statement
RET506: Unnecessary else/elif after raise statement
RET507: Unnecessary else/elif after continue statement
RET508: Unnecessary else/elif after break statement

The other RET rules will be enabled in separate PRs afterwards.
