Only reset requested utility meter with no tariff #115170

Proposed change

The code to allow no tariff utility meter resets was overly eager and reset any meter in that state. This fixes the issue by updating the condition and adding a new check to also confirm the opposite state.

A new test was added to cover the additional logic and confirmed that multi-tariff logic was covered by the existing service tests.
