Add dependabot for automatic updates to GitHub Actions

Proposed change

This PR enables DependaBot (new GitHub version) for keeping out GitHub Actions updated. It will create PRs in those cases.

Please note, it only affects GitHub Actions. It will not upgrade our Python dependencies 😉
