Fix flaky test_recorder_timeout

Fix flaky test test_recorder_timeout which by adding back block_until_done calls removed in PR 46610 -- i removed since the tests passed locally without them, but apparently these are still needed to ensure all callbacks run before shutting down, otherwise something writes to an open socket.
