Add charging switch to BMW Connected Drive #93737

Proposed change

Adds the ability to start/stop charging via the switch platform.

This switch is not available on many cars (apparently only on iX right now).
To not add another vehicle fixture, the fixtures were slightly adjusted for tests.

Reverted daa21c5 as it is implemented in separate PR #93745.
