Proposed change

Bumps the Home Assistant docker base image to 2023.06.0.
Release: https://github.com/home-assistant/docker/releases/tag/2023.06.0

Which uses this newer base: https://github.com/home-assistant/docker-base/releases/tag/2023.06.0

To sum up, it bumps Python to 3.11.4, which fixes an issue in that specific Python release that some custom integrations have been battling/experiencing. For example: bosch-thermostat/home-assistant-bosch-custom-component#301

⚠️ This PR is deliberately not tagged for a 2023.6 milestone, as I want to make sure we have good working nightly before tagging/shipping it.
