Move ESPHomeManager into its own file

Proposed change

This is not a functional change. This is only a reorganization ahead of some more test coverage being added so moving tests around can be avoided later.

__init__.py is now removed from .coveragerc and has 100% coverage. Coverage for manager will come in future PRs
