Initialize ZHA device database before connecting to the radio #98082

Proposed change

ZHA device information (and subsequently device automation trigger info) currently does not load until ZHA is fully running and connected to the radio. While this is fine for most setups, multi-PAN installations specifically sometimes take a while to actually connect and may take multiple attempts to do so, causing the config entry to enter an expected SETUP_RETRY loop and cause device automation triggers to fail to load.

This PR loads the device database and creates most entities before trying to connect to the radio, allowing device automation triggers to attach sooner. Note that this change depends on extra data in the zigpy database but is otherwise backwards compatible, so entity creation will fully speed up only on the second boot once #99341 is merged.
