Update aws boto dependencies

Proposed change

boto3 and aiobotocore both depend on botocore, so they need to be updated together.

• boto3: 1.20.24 -> 1.28.17
• aiobotocore: 2.1.0 -> 2.6.0
• botocore (implicitly): 1.23.24 -> 1.31.17
