Description:
This PR will add the configuration for release-drafter.
release-drafter will still need to be enabled for the repo if it's not already enabled.
Release-drafter are enabled in other Home-Assistant repos like polymer and hassio
Why?
This will automatically generate a release draft, a new line will be added to this draft for every PR that gets merged.
