Application hangs on not quite resolved configuration

Initial Conditions

Configuration where most things are right, but something subtle is wrong

Expected Behavior

Application loudly complains about what's wrong and either continues operation with graceful degradation, or bails out completely if the problem is unrecoverable

Actual Behavior

Application never starts successfully but doesn't complain either. To an untrained eye, log messages produced may look like it's up, but it's actually not.

Telltale Signs

Micrometer metrics, in particular, JVM memory and log volume, are significantly different than usual.

Observed At Revision

Generally up to rev. f95c2bb, and all the way up until reported fixed.
