What does this PR do?

  • Adds and configures semantic-release.
  • Configures a GitHub action workflow to send the release to NPM.
  • Deploys the documentation site on GitHub pages.
  • Updates the README with release documentation.

How should it be tested manually?

Let's see what happens when next gets merged.
