Feature Request: allow for text on copper layers outside of Outline

ref v 2.4.0 - Clearance Copper Other rules check objects to text on copper layers (Top or Bottom) outside of the board Outline even if those elements are far enough away from the outline polygon. So Run checks raises a stink about (in this case) layer-specific notations that are not on the board itself. E.g. "Text() on layer Top Copper near board edge" (and lots of them!) Perhaps limit that rule to copper elements on the board itself, or at least to exclude non-pad/trace elements outside of the Outline? Or functional equivalent.
