Features:
 * Notify about topic update on rutracker.org via Telegram.
 * Can push new magnet link into your Transmission or qBittorrent v4.3.8+ web client.


running instance - @let_you_know_bot
Install your own:
    $ pip3 install -r requirements.txt
    $ python3 setup.py install
    $ TG_TOKEN=xxx gaspar
