As the test CI triggered by pull request has been migrated to the 4-GPU machine, some tests are skipped due to the limited number of GPUs. This PR adds a CI which will be executed automatically at mid-night to test on 8-GPU machine. This test will only be run when the GPU is idle so that overnight experiments will not be affected.
The nightly build CI has also been fixed for consistency between two even triggers.
