It is no longer possible to install the master branch due to changes in packages rstan and/or rstantools.
This is at least partly due to the fact that having independent C++ code in a package wrapping rstan is no longer possible (see discussions on discourse.mc-stan.org and stackoverflow).
Therefore, this PR proposes to split off the Stan part into a seperate package mpt2irtStan. Thereby, it will be possible to have C++ code in mpt2irt itself, maintenance will be easier, and the package complies with current versions of rstan and rstantools (>= 2.0.0).
