#18008 broke Hot Shots Golf 2, see #18117 . I also suspect it broke FFT as reported by eamesBot on Discord.
Clearly needs more work, so I'm reverting for now. Unfortunately video will flicker again in Naruto 2.
This reverts commit 985af4b, reversing changes made to 64d0478.
